The GIMP
What it it? Open-source image editing software... image editing is the real need... open-source is my choice.
Why do I want it? Pictures are usually not publishable... crop... resize... add text... make collages... compress images... make pictures "cross-platform"

What should I worry about? Image editing takes time... be aware of privacy issues... be aware of becoming everyone's photo supplier
